Saint Andrew’s Plan for Resumption of Worship on Church Premises 

 The Episcopal Diocese of Oregon has issued some new rules for worship gatherings:

Post signs throughout facility with symptoms and encouraging people to go home if sick
Post signs throughout facility with info on who to contact if someone gets sick
Provide hand sanitizer throughout

Require reservations or advanced tickets

Determine maximum occupancy of each indoor and outdoor area using 35 square feet per person
Assign physical distancing monitor
Use specific EPA approved disinfectants
Assign sanitation attendant


The part you need to make note of is the 4th requirement - that is, calling ahead or e-mailing  and letting the church secretary know whether you plan to attend the worship service.  The rest will be handled by the BAC and the Church's office.

Beginning in July, 2020, there will be only one service per Sunday, at 9:00 AM.  Please call the Church office - 541-997-6600 and leave a message (name, number of persons, and date you plan to attend), or e-mail the church at standrewssecretary19@gmail.com with that information. 
 
Bishop Handley has approved the administration of Communion wafers by Fr. Frazier Crocker beginning with the November 15th service.

Guidelines for re-opening from the Office of the Bishop of Oregon
Introduction: 
 

            Saint Andrew’s Episcopal Church is located in Florence, Lane County, Oregon.  Lane County has begun Phase 1 of its reopening Plan, effective May 15, 2020.   The Lane County Phase 1 Plan follows the language and spirit of the State of Oregon Phase-In blueprint.    The St. Andrew’s BAC attests that its Plan is not less restrictive than that of Lane County. 

            The following was reviewed and approved by St. Andrew’s BAC on Tuesday, May 26, 2020.
 

Building / Grounds Cleaning and Maintenance
            During the time our building has been shuttered it has undergone repeated deep cleaning. 
            Further cleaning will occur before and after use of any meeting room, bathrooms, the Nave and Sacristy.  This may be done by persons attending worship or meetings of any kind.  Sanitary wipes and hand sanitizers will be provided for this purpose.
            The kitchen will be closed and remain so for the foreseeable future.
            If outdoor facilities are used all chairs, tables, music stands, etc. will be cleaned and sanitized before and after use.
            If any gathering occurs inside the building the doors and windows will be opened to allow for cross ventilation.  All books, pencils and writing materials, pledge and prayer cards will be removed from the pews.


Protection of Participants:
            All persons attending any gathering at St. Andrew’s, whether indoors or outside, will be required to sign in or be listed as an attendee.   Contact information will be requested if the person is not already included in the Church Directory.  (It will be the responsibility of an usher to maintain a written list of all attendees and to obtain necessary contact information.)
            Any person showing symptoms of illness will be requested to either remain at home or return home, if he or she attempts to attend a function either inside or outside the Church building.  If a person becomes ill while inside the church building everyone will be asked to leave and the building will be closed for at least two weeks and deep cleaned.
            All persons will be required to wear masks and remain at a safe distance (at least 6 feet) from others who are not immediate family members or caregivers already in close, daily contact.
            Seating / spacing at six-foot distances will be marked on church pews.  Chairs (either inside or outdoors) will be placed at six-foot intervals.  There will be no physical contact between attendees unless they are part of a group/family in daily contact.
            Hand sanitizing materials will be available at each entrance.
            Passage through the church building will be one-way – entrance at the rear, exit at the front (or vice versa) so as to avoid close proximity in hallways or the aisle of the Nave.  Whiteboard signs will be used to direct attendees to entrances and exits as well as to the location of disposable masks and hand sanitizer.


Worship Services:
            Weather permitting, worship services will be held out of doors and social distancing will be maintained.  Either Morning Prayer or the Ante-Communion format will be offered by the Rev’d Canon Dr. Frazer Crocker or other clergy. 
            Any indoor services will be limited to 25 persons per room (Nave and Parish Hall), including clergy.  (Please note that the configuration of St. Andrew’s allows for visual access to the Chancel from both the Nave and the Parish Hall although the rooms have only the Chancel in common, are otherwise separated by walls and are separately ventilated.   The two rooms do, however, share the sound system.  This makes it possible for the maintenance of  social distancing at all times, while still being able to observe, hear, and participate in worship.)
            Because St. Andrew’s does not have the capability to project worship service materials onto a screen, paper bulletins that include the entire liturgy will be made available for attendees.  Bulletins will be printed and collated by machine and placed onto a table for collection by attendees.  The person retrieving the bulletins from the printer will wear gloves and a mask to avoid contamination of the bulletins.  Bulletins will not be shared or re-used.  Following any service the used bulletins will be disposed of in the recycling bin.
            The Offering Plate(s) will be placed on a table at the entrance to the Labyrinth or on the Blessings Table by the rear door and at the back of the Nave if worship takes place inside of the church.  People will be asked to leave their offerings on the plate – either when coming in or leaving the service.  A designated person will take care of the offerings after the service.
            Instrumental music may be offered if a service is indoors.  There will be no singing by anyone.
            Passing the Peace will be done from a 6 foot distance or as per Page 407 of the BCP.

Communication with non-participants:

            Parishioners who choose not to attend worship services  at this time will be contacted by members of the BAC via telephone or e-mail to inform them of church activities and to discover their current condition and any needs or opinions they have. 
             Pastoral care will be continued by e-mail, telephone and the U.S. Mail.  Eucharistic visiting by lay persons is discontinued.

Other Use of Church Facilities:

            Social / Coffee Hour following services will be discontinued during Phase 1.  When Lane County enters Phase 2 a modified Social /Coffee Hour will be considered.  Any Plan for such events during Phase 2 or later will be submitted to the Bishop for approval.
            Use of St. Andrew’s building  by non-member groups will be deferred until Lane County has been approved to enter Phase 2 of its reopening.  At that time, other groups that wish to resume or begin use of St. Andrew’s meeting rooms will be required to sign an agreement that:  a.) contains all the above requirements that are pertinent to them; and, b.) certifies that they will be compliant with said requirements/restrictions, especially including the cleaning of all facilities they have used.  They will be required to assume liability for any and all injuries or illnesses resulting from their attendance of meetings on St. Andrew’s premises and provide certificates of insurance that include such liability coverage.


Notes:
St. Andrew’s Plan does not address the topics of children, choir, food service, day schools, Bible School, etc. because such organizations do not exist in this church.

Re: testing.  At this time testing is not generally available without a doctor’s order.  Clergy and the church secretary will attempt to obtain the recommended antibody test.
